Scope
This capital project will reconstruct the area under the BQE so that traffic will be aligned along Grand Avenue and cross Park Avenue. It will eliminate the crossover entirely and instead direct westbound Park Avenue traffic to Grand Avenue, where drivers will turn right and then left to continue westbound on Park Avenue.

By removing the crossover, the project will reconstruct the area under the BQE to offer a large open space that will be enhanced and available for the Community. It could be used for programming and/or additional parking. DOT does not anticipate providing amenities to this space; however the design should built capacity for future uses. The open space will be rebuilt in gravel or any similar material within the available budget. The proposed material will need both the Community Board and Public Design Commission review and approval.

To improve the intersection of Grand Avenue and Park Avenue, the project will construct a sidewalk extension on the northeast corner. The curb extension will improve safety by creating a shorter crossing distance for pedestrians, improving visibility, and slowing turning movements.

The project will improve pedestrian safety by building a new sidewalk along the northside of Park Avenue from Steuben Street to Emerson Place (westbound sidewalk). It will fully separate the pedestrian space from the roadway and ensure a pedestrian connection between Williamsburg South, Bedford Stuyvesant and Clinton Hill.

To bring the roadway to a state of good repair, the roadway along Park Avenue Westbound from Steuben Street to Grand Avenue and Eastbound from Grand Avenue to Emerson Place will be entirely resurfaced.

Since the area is located within a DEP stormwater capture priority area, opportunities are available for green infrastructure along Park Avenue. These features would reduce runoff into the sewer system while providing greening and beautification benefits if maintained properly. The potential locations should be 25-ft clear of all overhead structures (BQE). If the clearance is not available, non-infiltrating GI can be explored as well.

Scope
The scope of this phase of the Harper Street project includes the construction of a new Administration and Personnel Building. The new building is sited at the northwest corner of the site, obviating the need to relocate administration and staff to temporary facilities during construction. Scope
The Southern Brooklyn B82 Select Bus Service is part of the Select Bus Service (SBS) program developed in partnership with NYCT. The Southern Brooklyn Crosstown bus route aims to improve bus speeds, reliability, and driver and pedestrian safety along a 10-mile bus route in the Borough of Brooklyn from the Gravesend to Spring Creek neighborhoods. The B82 SBS will be launched in 2018 by NYC DOT and NYCTA.

The capital project focuses on the 7.5-mile portion of the entire SBS corridor along Kings Highway (Segment K), Flatlands Avenue (Segment F), and Pennsylvania Avenue (Segment P). Along these three corridors, the capital project will build a combination of new bus lanes with high-quality bus stations and signal timing changes, as well as safety improvements for bus passengers, pedestrians, and all street users. Bus stops will be rehabilitated with expanded ADA-accessible platforms, bus shelters, lighting, and seating. Concrete curb extensions and central medians will be built to reduce crossing distances. Additionally, all the medians along Kings Highway will be reconstructed in a state of good repair along with the bus stops.

This project will construct approximately 12 blocks of the 14-mile Brooklyn Waterfront Greenway. This project establishes the southernmost leg of the Greenway, linking the neighborhoods of Sunset Park and Bay Ridge, where the Greenway will ultimately connect to the Shore Parkway Esplanade. The project will provide safer access to parks and recreational spaces along the waterfront, encourage healthy lifestyles by promoting the use of non-motorized forms of transportation, improve sustainability by capturing storm water, and stimulate economic development by providing connections to employment centers in Downtown Brooklyn and the Sunset Park, Gowanus, and Red Hook neighborhoods. Scope
