<p>Within the Health Department, the Bureau of Alcohol and Drug Use (BADU) is dedicated to reducing the morbidity and mortality related to alcohol and substance use among New Yorkers. <p>Pursuant to Section 3-04(b)(2) (iii) of the Procurement Policy Board (PPB) Rules, the NYC Health Department is seeking to enter into Negotiated Acquisition Extensions for the period of July 1, 2026 to December 31, 2027 with five contractors that provide Transitional Employment support services for New York residents with developmental disabilities. All renewals and ACCO extensions were fully exhausted before this request to enter into Negotiated Acquisition Extensions with these five providers. There is a compelling need to extend the contracts beyond the now permissible cumulative twelve-month limit because it is neither practical nor advantageous to award contracts for these services by Competitive Sealed Bidding or Competitive Sealed proposals by July 1, 2026. The five vendors all have at least satisfactory performance. The proposed term for each contract is 18 months. This is the minimum time necessary to meet the need, as we are in the early stages of developing an RFP to replace the current contracts. Concept Papers were drafted and anticipate submission to MOCS for review in the next few weeks. It was required to start with Concept Papers because this is the first time the City will be soliciting these services. The Agency anticipates new awards to be in place January 2028. The total procurement value over 18 months is $2,332,537.00. The contract will be funded with CTL. </p>

<p>The FDNY Communications Systems provides comprehensive mission-critical communications services in support of Department first responders. The operations of these systems are central to the FDNY's ability to respond to emergencies. Operating on a twenty-four (24) hours per day, seven (7) days per week basis, the services required herein shall ensure continuous FDNY Communications Systems functionality to include the deployment of all systems upgrades and enhancements. The Fire Departments goals and objectives for this solicitation are to obtain the services of a highly qualified Contractor to provide Contractor services for Preventive Maintenance, Repair and On Call System Integration for the FDNY Communications Systems (FDNY Communications Systems or Communications Systems) as noted herein. </p>

The Fire Department of the City of New York (Department) has determined pursuant to PPB Rules Section 3-01 (d) (2) (Special Case Circumstances), that a special case circumstance exists which makes it in the best interest of the City to utilize the Competitive Sealed Proposal Best Value for the procurement of preventative maintenance, repair, upgrade, and on-call technical, engineering, and systems integration services for the FDNY Communications and IT Systems. FDNY has determined that is not advantageous to the City to award this contract on the basis of competitive sealed bidding. Because of the critical nature of the services involved, FDNY needs to select the Contractor taking into consideration factors in addition to price such as specific details of how services will be delivered, and the experience and qualifications of the bidder. The contract will be solicited as a Best Value request for proposal and the contract award will be made to the responsible proposer whose proposal represents the best value to the City by optimizing quality, cost and efficiency and therefore is determined to be the most advantageous to the City, taking into consideration, in addition to the price, such other factors or criteria that are set forth in the RFP, including the quantitative preference to be provided to proposals submitted by vendors that are M/WBEs or State-certified M/WBEs. The work being sought through this Best Value Request for Proposal (RFP) is part of the original scope of work in the current Negotiated Acquisition Extension agreement between PURVIS and the FDNY. This best value RFP will provide the FDNY with additional funding for five (5) additional years of services where the award will be made to the bidder whose bid represents the best value to the City.
