<p>Respect and Responsibility is a key component of the larger Interrupting Violence at Home initiative, which was launched in 2018 and focuses on addressing intergenerational cycles of abuse through non-mandated community-based programming for people who cause harm. It is one of the first programs of its kind in the country and reflects the culmination of years of work led by ENDGBV, with City agencies, survivors, experts, and advocates and its partner agencies to develop new pathways to hold harm doers accountable. Case managers would facilitate the delivery of appropriate resources and services. The selected proposers would work with disaster survivors to develop and carry out a client-specific recovery plan with the goal of stabilization and a return to normalcy. This partnership would facilitate client access to a range of resources. The services to be provided may include an assessment of the client verified disaster-caused unmet needs; development of a goal-oriented plan; organization and coordination of information on available resources; monitoring progress toward reaching the recovery plan goals; and, when necessary, client advocacy. Clients may access services by visiting DASCs, Mobile Outreach Units, or other facilities established by the City. COMPASS programs are a critical part of the Citys effort to support working families by providing free, high-quality afterschool and summer childcare services. They offer a wide range of enrichment activities that help students in Kindergarten through Grade 8 develop academically, socially, and emotionally, both in and out of the classroom. Given the complex nature of this work requiring cultural competency, deep community engagement, and tailored programming to meet the diverse needs of NYC youth a proposal-based evaluation is essential. This approach allows DYCD to select providers not only based on cost, but also on their demonstrated experience, organizational capacity, staffing approach, and commitment to equitable service delivery. Therefore, the use of an RFP, rather than Competitive Sealed Bidding, is the most appropriate method to ensure the highest quality of services are delivered in alignment with the Citys goals for youth development and family support.

Families rely on these programs to provide elementary and middle school students, during after school hours, summer and on holidays, programing which includes educational support, recreation, enrichment, and cultural activities to support and strengthen the overall development of our youth. Programs are offered at no cost to youth and are purposefully located in public and private schools, community centers, religious institutions, public housing and parks recreational facilities throughout the City to help families find a place that best fits their youth's needs.</p>
