New York City’s comprehensive effort to reduce or eliminate potential losses from the hazards described in the Hazard Specific section of the website. The map includes existing and completed mitigation actions that will minimize the effects of a hazard event on New York City’s population, economy, property, building stock, and infrastructure. It is the result of a coordinated effort by 46 New York City agencies and partners to develop and implement a broad range of inventive and effective ways to mitigate hazards.

Ida CDBG funding was received to fund Community Resiliency Hubs in 2+ projects in HPD’s Senior Affordable Rental Apartments (SARA) program subject to current and future flood risk. These hubs will: (1) provide safe refuge to residents and communities during emergencies and (2) support the city’s emergency operations and outreach activities. In addition, (3) these buildings will demonstrate best practices of stormwater management and flood resiliency per the City’s Climate Resiliency Design Guidelines – to maximize benefits and minimize impacts for both residents and their communities.

The Esplanade Gardens Seawall Planning Project will examine neighborhood-wide structural interventions to reduce flood risk to East Harlem and specifically look into hardening the Esplanade Gardens development's 1,094-foot seawall from coastal flooding today and protect against future flood conditions while tying the land into the Manhattan Waterfront Greenway. The goals for the project are to: A) identify the best design for hardening the seawall to reduce NFIP claims and protect this disadvantaged community with an adaptive flood protection system; B) identify how best to integrate public access and nature-based features into the seawall design; and C) select an alignment that meets the protection and access goals while also effectively connecting the flood protection to neighboring sites in the coastal area.

The Disability, Access and Functional Needs Administrator (DAFN Admin) is a technical specialists position developed in 2017 by the New York City Mayors Office for People (MOPD) with Disabilities, New York City Emergency Management (NYCEM) and Department of Social Services (DSS). The DAFN Admin will work in the Shelter Command Center to oversee the implementation of physical accessibility modifications as well as programmatic accommodations throughout the coastal storm shelter system. By working with Fulfillment Officers and Branch Directors as they call down to specific evacuation centers and hurricane shelters the DAFN Admin will track the staffing of DAFN Coordinators throughout the system, the completion of general and site specific accessibility checklists at each facility, as well as the provisioning of specific accommodations such as sign language interpretation. The DAFN Admin will also be a resource for ADA accommodation issues escalated up from the shelters and evacuation centers. NYCEM in collaboration with MOPD provide DAFN Admin training during the summer. The primary audience of the training is the citys Disability Service Facilitators (DSFs). DSFs are appointed to each city agency and coordinate efforts to comply with and carry out its responsibilities under the ADA and other laws and regulations concerning accessibility for people with disabilities. These individuals are liaisons to New Yorkers with disabilities, connecting people with disabilities to city government.
