New York City’s comprehensive effort to reduce or eliminate potential losses from the hazards described in the Hazard Specific section of the website. The map includes existing and completed mitigation actions that will minimize the effects of a hazard event on New York City’s population, economy, property, building stock, and infrastructure. It is the result of a coordinated effort by 46 New York City agencies and partners to develop and implement a broad range of inventive and effective ways to mitigate hazards.

Policy 5 protects water quality in coastal areas by ensuring wetlands and natural areas, which are critical buffers against flood hazards, receive sufficient quantities of water to sustain or improve their functioning. The WRP revisions proactively advance resiliency by incorporating climate change and emergency preparedness considerations into its Coastal Zone Management Program.

The NYC Comprehensive Waterfront Plan's goals for Climate Resiliency and Adaptation focus on expanding climate risk awareness and action, using climate risk information in public policies and investments, supporting the housing needs of waterfront residents, managing flood risk in NYC’s coastal communities, and promoting climate-resilient design of buildings and infrastructure systems. It includes the Coastal Land Use Framework, a policy tool for decision makers to use to gauge the appropriateness of land use changes and infrastructure investment in light of climate risk. For instance, the framework would recommend limiting residential density in areas where coastal flood risk is high, including areas where sea level rise will lead to daily tidal flooding to decrease exposure to damage and disruption.
