Register of Community Board Budget Requests

This dataset reports each of the projects and programs requested by the City’s 59 community boards. The Register is the charter mandated product of a dynamic and cyclical budget process for the 59 community boards. The community boards consult with agencies on the capital and expense needs of the district. After consulting, each community board develops and votes separate priorities for up to 40 capital and 25 expense budget requests which the agencies review and respond to in the Register of Community Board Requests for the Preliminary Budget in January. The Mayor’s Office of Management and Budget (OMB) reviews these same budget requests and updates the responses for the Executive and Adopted Budgets. This dataset is updated three times per year after publication of the Preliminary, Executive and Adopted Budget, usually in January, April and June respectively.

PS 46 needs a facelift. The inequity in basic maintenance between PS 46 and PS 20 is disappointing. They are separated by just 2 blocks but are worlds apart. At PS 46 there is no grass or landscaping other than one sad rosebush. The fence was left half painted, and the path along the side of the school between Clermont and Adelphi floods whenever it rains, to the point of being impassable. The street in front of the school on Adelphi is always littered with garbage, and the recreation courtyard looks like a prison yard with harsh fencing, drab colors, and little consideration of amenities for enrichment.

More curbside charging stations. There are no public electric vehicle charging stations outside of a few plug-in chargers at the Navy Yard. In Brooklyn Heights, the only charging stations on a public street are marked off for use only by the NYC Dept of Emergency Management, which also has numerous charging stations in their private parking lot. The lack of charging stations creates a disincentive for residents to acquire an electric vehicle, as they would be forced to either drive to a different part of the City or pay for parking at expensive private parking garages.

Improved visual signage at all playground entrances to enhance safety and hygiene. The number of households with dogs has continued to boom in our District. Both dog owners AND non-dog owners agree that there are too many dogs in the public parks. While this is an issue of capacity, it is also an issue of safety and hygiene: dogs are relieving themselves on playgrounds and artificial turf, which is not allowed per Parks rules. Entrance signage is missing, inadequate, or confusing which leads to unhygienic conditions and safety concerns for children, and tense relations between dog and child caretakers. The Board proposes widespread implementation of new park signage that clearly indicates "No Dogs Allowed" with a simple visual to assist both dog owners and non-dog owners.

The NYPD has insufficient safe parking proximate to their precinct houses and employees resort to parking on public sidewalks. We respect and honor our public safety colleagues, but this is a decades-long public nuisance that should be reversed as it impedes access to public thoroughfares for seniors, parents with strollers, and residents with special mobility needs; adds to community tensions and attitudes regarding the NYPD; and diminishes the street design of our neighborhoods.

Construction of a dog park at University Place, similar to the dog park above Union Square subway station, with fencing, gravel, and drainage infrastructure. Presently, University Place is a neglected eyesore in the midst of the densest growing part of Brooklyn, directly across Flatbush from City Point. A dog park on this site would turn it into an uplifting urban oasis, not only for dog owners and pets, but for all BKCD2 residents, shoppers, and workers passing by, or stopping to rest. The nearest dog park is over a mile away and many residents complain about too many dogs in Fort Greene Park: this would help mitigate that problem. There are 15 active members in the Friends of University Dog Park Friends Group. According to Parks Dept estimate, the cost is $1.1M.

We need a real commitment to necessary repairs and timely maintenance for public housing residents. The District Office continues to field a steady flow of pleas for improved services and maintenance at our NYCHA communities (particularly Farragut, Ingersoll, Whitman), including a general request for repairs to interior and exterior locks to increase public safety, and more regular and timely elevator repairs to maintain full accessibility. Safe and clean home environments create more stability and psychological safety which leads to happier and more secure communities.

Funding for more non-NYPD mental health and crisis street patrol mobile units to provide treatment options and support for small businesses. The increase in homelessness and unmanaged mental health issues is creating a safety issue for our 8 business corridors. Small businesses are neither trained nor staffed to manage the frontline mental health issues they are now regularly confronting in the course of conducting their daily business. We need more professionals on the street whoa re trained to deescalate crisis situations and prevent crimes before they occur.

Young adults can no longer afford to live in the neighborhoods where they were raised, in the neighborhoods they love, and where they have close family ties. Residents should not live in fear that they'll need to leave their neighborhood if they have to change apartments. That fear prevents residents from holding landlords to their agreements for safe, well-tended dwellings.

A full time nurse assigned to every public school. Our youth need the services of full time school nurses to provide critical health care and education, and to support their mental wellness as they continue to navigate the unprecedented circumstances of COVID. Our district suffers from extremely high pediatric asthma rates. Students diagnosed with childhood asthma need support from a trained school nurse to learn how to manage their asthma effectively. The Open Airways program created by the American Lung Association has demonstrated better asthma management, fewer emergency room visits, and increased attendance when implemented with fidelity by school-based professionals. School-based administration of medication prevents the chronic absenteeism which leads to low graduation rates.
