Register of Community Board Budget Requests

This dataset reports each of the projects and programs requested by the City’s 59 community boards. The Register is the charter mandated product of a dynamic and cyclical budget process for the 59 community boards. The community boards consult with agencies on the capital and expense needs of the district. After consulting, each community board develops and votes separate priorities for up to 40 capital and 25 expense budget requests which the agencies review and respond to in the Register of Community Board Requests for the Preliminary Budget in January. The Mayor’s Office of Management and Budget (OMB) reviews these same budget requests and updates the responses for the Executive and Adopted Budgets. This dataset is updated three times per year after publication of the Preliminary, Executive and Adopted Budget, usually in January, April and June respectively.

Community Boards have not had a significant baseline budget expansion since 2014. The community boards need a significant budget increase to maintain their Charter-mandated duties which have become more technologically complex and costly since COVID. Most importantly, Boards need baseline funding for salaries both to hire staff with appropriate expertise and to retain staff in the competitive environment with other city agencies.

Explanation
Curbside composting.
Leftover food and yard scraps make up roughly a third of the city's residential waste stream. Composting greatly reduces the amount of garbage. Currently the vast majority of organic waste gets carted out of the city to landfills, where it emits methane. Garbage left on the street also attracts rats, and CD 3 was one of 3 original rat reduction neighborhoods because of the number of rats. Curb side composting is available throughout Queens because the largest share of composting material is yard scraps. CD 3 needs composting extended to our district to reduce the rodent problem and the amount of garbage in bags on our streets.

Explanation
The Manhattan Cruise Ship terminal is an overwhelming source of pollution. When ships are docked, their engines run to generate power and keep the lights on, emitting thousands of tons of diesel particulates into the air. A docked ship?s emission for one day equal 34,000 idling tractor trailers. Installing a socket for cruise ships to "plug-in"" to draw power from the existing power grid will dramatically reduce diesel particulate matter and improve the water quality in the Hudson River. Cruise ship fleets are already turning over and the EDC should serve that demand to upgrade the terminal and reduce the carbon footprint of the cruise ship industry.
