Register of Community Board Budget Requests

This dataset reports each of the projects and programs requested by the City’s 59 community boards. The Register is the charter mandated product of a dynamic and cyclical budget process for the 59 community boards. The community boards consult with agencies on the capital and expense needs of the district. After consulting, each community board develops and votes separate priorities for up to 40 capital and 25 expense budget requests which the agencies review and respond to in the Register of Community Board Requests for the Preliminary Budget in January. The Mayor’s Office of Management and Budget (OMB) reviews these same budget requests and updates the responses for the Executive and Adopted Budgets. This dataset is updated three times per year after publication of the Preliminary, Executive and Adopted Budget, usually in January, April and June respectively.

Explanation
From 13th to 15th Street, the waterfront esplanade heads north of East River Park past the Con Edison pier. While this section has been reconstructed to allow a wider path for bikers and pedestrians, there is a section of the path that remains narrow and we hear from constituents that have been hit by bikes at this "pinch point." The Blueway Plan outlines an elevated, safer pedestrian and biker bridge that also separates the public from the Con Ed facility. The bridge is currently fully funded with $129M in City capital funds and we advocate for the project?s swift progress, as creating a safe space for pedestrians and cyclist is an urgent concern here.

Restoration of function to the East River Esplanade Park (Glick Park) fountains by replacing the pumps for water circulation and the electrical systems would add considerably to the attractiveness and use of the park. We look forward to seeing design proposals and a fully funded commitment.

Explanation
Repair Fountains in Dag Hammarskjold Plaza. Most of the fountain equipment has been under water for more than a decade and is hopelessly corroded. This includes both plumbing and electrical wiring. The Friends of Dag Hammarskjold Plaza takes a custodial interest and will do what it can, but the Plaza should be a world-class park and outstanding neighborhood amenity worthy of funding by the city. We look forward to this work's completion.

There are only five comfort stations in Manhattan Community District 6 (CD6) parks and with greater use during the pandemic, the need for facilities including places to wash hands has increased. CB6 is pleased that the Mayor announced funding in June 2021 for a new comfort station at Murphy Brothers Playground.CB6 urges the City to begin construction as soon as possible.
