Description
Amended Submitted Version. This document is required by the United States Department of Housing and Urban Development (HUD). The Proposed Consolidated Plan is the City's annual application to the Office of Community Planning and Development (HUD-CPD) for formula entitlement grant funds from four (4) different programs: Community Development Block Grant (CDBG), HOME Investment Partnership, Emergency Shelter Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) respectively. The 2010 Consolidated Plan contains New York City's submission to HUD of its five-year strategic plan for Consolidated Plan Years 2010-2014 and its one-year action plan for the 2010 Consolidated Plan Program Year. New York City's Consolidated Plan program year begins January 1 and ends December 31.

The 2010 Consolidated Plan consists of five chapters: Executive Summary, Community Profile, Five-Year Strategic Plan: Priorities and Actions, Action Plan: One-Year Use of Funds, and Other Actions, as well as seven Appendices. These federal funds are used to address affordable housing, homelessness, supportive housing services and community development needs for programs which were conceived either to directly or indirectly benefit low- and moderate-income households.

The amended 2010 Consolidated Plan contains changes made to the CDBG, HOME, ESG and HOPWA entitlement-funded program activities. It adjusts upward the HOME entitlement grant allocation from the grant amount originally requested to the actual amount awarded as a result of the Federal Fiscal Year 2010 (FFY10) appropriations. The amendment includes the addition of one new HOME-funded program, and the reallocation of the FFY10 HOME grant funds among the remaining programs. In addition, it incorporates the amended Calendar Year 2010 Community Development Block Grant (CDBG) Program, as adopted by the City Council; as well as minor amendments to the ESG-, and HOPWA-funded activities to reflect the formula entitlement grant monies actually received by New York City for each of the respective grant programs, and programmatic changes as the result of the New York City Fiscal Year 2011 (CFY11) budget which began on July 1, 2010.

This volume continues the Five-Year Strategic Plan. The Five-Year Strategy describes the city's priorities and proposed actions for Consolidated Plan years 2010-2014 which relate to: housing funded by HUD and the City including NYCHA public housing, transitional housing, permanent housing, and homeless prevention programs; CDBG-funded non-housing activities; and actions to address the needs of persons with HIV/AIDS, the elderly, and persons with a disability.

The public comment period on the substantially amended HOME-funded entitlement program activities began July 7, 2010 and ended August 5, 2010. The amended Plan was subsequently submitted to HUD on August 6, 2010.

Description
Amended Public Comment Version. This document is required by the United States Department of Housing and Urban Development (HUD). The Neighborhood Stabilization Program-Round 3(NSP-3) was created by Congress under the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act) regulation Sec. 1497(a) to provide grants to States and localities for the redevelopment of foreclosed and abandoned homes and residential properties. The grants are intended to prevent further declines in neighborhoods most severely impacted by foreclosures. According to the Dodd-Frank Act, NSP-3 is to be considered a subgrant of the HUD's Community Development Block Grant (CDBG) entitlement program, and therefore bound HUD's Consolidated Plan regulations.

NSP-3 funds must be used to undertake any or all of the following eligible activities:
- establish financing mechanisms for purchase and redevelopment of foreclosed upon homes and residential properties, including such mechanisms as soft-seconds, loan loss reserves, and shared-equity loans for low- and moderate-income homebuyers;
- purchase and rehabilitate homes and residential properties that have been abandoned or foreclosed upon, in order to sell, rent, or redevelop such homes and properties;
- establish land banks for homes that have been foreclosed upon;
- demolish blighted structures; and
- redevelop demolished or vacant properties.

Under existing Consolidated Plan citizen participation regulations, substantial amendments to an approved Plan are required to undergo a 30-day comment period prior to its submission to HUD. However, in order to expedite the localities receiving the funds, Congress has waived this regulation and requires the Program to undergo only a 15-day public review period instead.

The public comment period began Thursday, February 10 and ends Thursday, February 24, 2011.

Consolidated Plan 2011 Addendum Emergency Solutions Grant

Description
Amended Public Comment Version. This document is required by the United States Department of Housing and Urban Development (HUD). The Emergency Solutions Grant is a HUD formula entitlement program. The Emergency Solutions Grant is the result of the Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act), enacted into law on May 20, 2009. The HEARTH Act consolidated three of the separate homeless assistance programs administered by HUD under the McKinney-Vento Homeless Assistance Act into a single grant program, and revises the Emergency Shelter Grants program and renames it as the Emergency Solutions Grants (ESG) program.

The City of New York has substantially amended its 2011 Consolidated Plan. The document now includes an addendum: Emergency Solutions Grant (ESG) funded activities. The addendum serves as the City's official 2011 application to the U.S. Department of Housing and Urban Development (HUD) Office of Community Planning and Development for ESG funds. The 2011 Consolidated Plan represents the second year of New York City's five year strategic plan for Consolidated Plan Years 2010-2014. New York City's Consolidated Plan program year begins January 1 and ends December 31.

On November 15, 2011, the US Department of Housing and Urban Development released an interim rule which revises the regulations for the Emergency Shelter Grants program by establishing the regulations for the Emergency Solutions Grants program. The change in the program's name, from Emergency Shelter Grants to Emergency Solutions Grants, reflects the change in the program's focus from addressing the needs of homeless people in emergency or transitional shelters to assisting people to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness. Additional funding has been allocated in FY2011 in conjunction with the interim Emergency Solutions Grant rule.

According to the interim rule, localities are required to submit their amendments to HUD no later than May 15, 2012 in order to be eligible to receive their respective allocation. ESG is bound to HUD's Consolidated Plan regulations. Under existing Consolidated Plan citizen participation regulations, substantial amendments to an approved Plan are required to undergo a 30-day comment period prior to its submission to HUD.

The public comment period began Monday, April 9 and ended Tuesday, May 8, 2012.

The City of New York submitted its ESG amendment and additional federally-required materials on May 15, 2012.

Description
From an audit conducted on Cemusa NY, LLC, it was found that Cemusa needs to improve its oversight efforts over bus stop shelters. Sanitation and inspections are lax and there is little assurance that bus stop shelters are serviced in accordance with Cermusa's franchise agreement with the Department of Transporation. Recommendations have been made to try to rectify these issues.
