Description
Postponed Submission Actual Funding May2014 Version. This document is required by the United States Department of Housing and Urban Development (HUD). The Proposed Consolidated Plan is the City's annual application to HUD's Office of Community Planning and Development (HUD-CPD) for formula entitlement grant funds from four (4) different programs: Community Development Block Grant (CDBG), HOME Investment Partnership, Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) respectively. New York City's Consolidated Plan program year begins January 1 and ends December 31. To develop this version of the Proposed Consolidated Plan, the city based its program activities by estimating funding levels based on the prior year's Congressional appropriations.

These federal funds are used to address affordable housing, homelessness, supportive housing services and community development needs for programs which were conceived either to directly or indirectly benefit low- and moderate-income households.

This volume continues Part II. Other Actions and contains sections K through N, which includes the Summary of Citizens' Comments and Appendices.

The City submitted its Proposed Plan to HUD as required on November 15, 2013. However, in December 2013 HUD released temporary submission guidelines requiring localities to formulate their Proposed Action Plans based on the actual Congressional appropriations for the given Federal Fiscal Year (FFY14). The City was required to withdraw its submitted Action Plan and wait until Congress passed the appropriations bill before resubmitting the Proposed Action Plan. New York City subsequently submitted its Proposed One-Year Action Plan on May 16, 2014.

Description
As mandated by Section 12 of the New York City Charter, the Mayor reports to the public and the City Council twice yearly on the performance of municipal agencies in delivering services. The annual Mayor's Management Report (MMR) covers the twelve-month fiscal year period, from July through June. The Preliminary Mayor's Management Report (PMMR) covers performance for the first four months of the fiscal year, from July through October. The Charter provisions governing the submission of the MMR can be viewed on the Mayor's Office of Operations' website at www.nyc.gov/mmr.
The MMR and PMMR cover the operations of City agencies that report directly to the Mayor. Three additional non-Mayoral agencies are included, for a total of 45 agencies and organizations. Activities that have direct impact on New Yorkers - including the provision of support services to other agencies - are the focus of the report. The report is organized by agency around a set of services listed at the beginning of each agency chapter. Within service areas, goals articulate the agency's aspirations. The services and goals were developed through collaboration between the Office of Operations and the senior managers of each agency.
